About Salux

SALUX - A EUROPEAN NETWORK TO FOLLOW-UP THE REFORMULATION OF MANUFACTURED FOODS IN TERMS OF THE REDUCTION OF THE LEVELS OF FAT, SATURED AND TRANS FAT, SALT AND SUGAR. IDENTIFICATION AND EXCHANGE OF GOOD PRACTICES ON THE TECHNICAL AND ECONOMICAL ASPECTS OF REFORMULATIONS IN SMALL AND MEDIUM SIZED ENTERPRISES.

SALUX project aims to follow-up the reformulation of the manufactured foods in order to promote healthier ways of life and reduce major diseases and injuries, assisting citizens nutrition through working in tight contact with SMEs, food industries associations, consumers associations, public authorities and NGOs coming mainly from the 12 EU Member States participating in the project:
Italy, Finland, Lithuania, Bulgaria, Germany, Romania, UK, France, Slovenia, Austria, Hungary and Spain.


In most EU Member States more than half of the adults is overweight or obese and almost 30%, around 22 million, of children are overweight and each year this figure is growing by 400,000. Obesity accounts for 6 of the 7 leading risk factors for ill health in EU.

The combination of increasing calories intake coupled with a more sedentary lifestyle and decreasing physical activity are at the root of the problem. In the EU, obesity accounts for up to 7% of health care costs and this amount will further increase. In the last years, the changes in dietary, lifestyle patterns and chronic Non Communicable Diseases (NCD) (obesity, diabetes, cardiovascular disease, hypertension) are becoming increasingly significant causes of disability and premature death placing additional burdens on already overtaxed national health budgets.

Nutrition is coming to the fore as a major modifiable determinant of chronic diseases, with scientific evidence that alterations in diet have strong effects, both positive and negative, on health.

SALUX project has been submitted in the framework of the call for proposals 2010 of the Executive Agency for Health and Consumers, therefore it is perfectly in line with EU strategies in the field of nutrition and reformulation of manufactured food. In particular, it aims to promote and support the implementation of the “White Paper on a Strategy for Europe on Nutrition, Overweight and Obesity” that claims for the involvement of a wide range of actors in the fight to the obesity epidemic.

Besides, WHO Europe in the “Global Strategy on Diet, Physical Activity and Health” recognized the growing burden of NCD asking the EU Member States to develop a global strategy through a broad consultation and to promote and protect health to reduce diseases and deaths related to unhealthy diet and physical inactivity. 

 
SALUX recognizes that private actors’ major role in developing the healthy choice for consumers and in empowering them to make healthy lifestyle decisions: their action is required to complement government policy and legislative initiatives at European and national level.

Moreover, private actors working across different Member States, as in the case of large industry players, have a further broad area for action and can develop a common consistent approach to consumers across the EU.

SALUX will strive to make the food healthy option available and affordable for consumers across the EU, assisting the food industry (from producers to retailers) in making demonstrable improvements in such areas.


Based on these considerations, SALUX objectives are:

  • to analyse the EU context and to identify and exchange the best practices, especially among new EU Member States, in terms of reduction of the levels of fat, saturated and trans fats, salt and sugar in manufactured foods.
  • to follow-up the reformulation of the manufactured foods among SMEs and to perform a cost-effectiveness analysis of the major reformulations identified; and to establish the first European Clearing House for SMEs and consumers on healthy manufactured food.

The project work plan has been structured on the basis of these objectives and includes the following activities:

  • The analysis of the local contexts based on the study of literature on the rules, laws and regulations about food reformulation in terms of reduction of salt, sugar and fat and on the technological/economic barriers and cultural values of food in the participating countries.
  • The identification and exchange of best practices and experiences in the field of food reformulation all over the EU, in order to raise the knowledge about the effective methods already validated in other contexts and to transfer the identified information and data to SMEs, National authorities and NGOs from New EU Member States, Member States and Candidate countries.
  • The organization of a follow-up of the food reformulation among SMEs to evaluate the impact of programs and policies and to assess the technical and economic aspects of food reformulation.
  • A Cost-Effectiveness Analysis (CEA) of the major reformulations identified in response to SMEs needs, through an operational model to estimate the costs of compliance with regulations and the benefits for SMEs.
  • the establishment of a European Clearing House on food reformulation for agri-food SMEs and consumers to provide and gather all the relevant information and to enhance the networking among existing centres of expertise and databases.

SALUX counts with a complex project management and evaluation scheme in order to guarantee the most successful implementation and impact on local contexts and at the EU level.

Dissemination activities have also been planned to spread the information resulting from SALUX activities to the wider audience.
